Location

This position will cover a region of North Carolina. The specific region will be dependent upon successful applicant’s location, and will likely either be the western half of North Carolina or the eastern half of North Carolina.

Job Description

As the Regional CEI Manager, you will be responsible for leading and managing Construction Engineering and Inspection projects and team members in approximately half of North Carolina; the specific region of the role will be determined based upon the location of the most qualified candidate. You will play a key role in growing our firm’s CEI practice in all modes of transportation with Federal, State, and Municipal clients.

Key Responsibilities

Duties will include but may not be limited to:

  1. CEI Management:
    1. Actively recruit, hire, train, and retain a team of high performing professionals for a variety of roles to meet the needs of NCDOT and other clients.
    2. Equip team members with the tools, equipment, technology, and training necessary for them to perform their roles.
    3. Manage fleet of CEI vehicles and respond to vehicle-related needs as necessary.
    4. Understand and monitor project metrics to ensure projects are appropriately staffed, work is being performed in compliance with client and/or project requirements, and quality standards are met and maintained.
    5. Track project financials and prepare monthly invoices.
    6. Demonstrate a responsive approach to resolving any needs or issues which may arise.
  2. Team Leadership and Strategic Vision:
    1. Assist in the development of a CEI strategic plan which aligns with overall company goals and direction.
    2. Lead and/or assist with project pursuits, including project-specific CEI advertisements. Contribute to proposal writing.
    3. Develop and execute an approach to providing an industry-leading experience for CEI team members to feel engaged and appreciated in their roles. This will include routine engagement with and support of CEI team members.
    4. Foster an employee-centric culture that results in a team of employees that enjoy working for Goins Sweitzer Engineers and Consultants, take pride in their work, and as a result, offer an elevated client experience.
    5. Instill a culture of safety and actively encourage the safe actions of team members through onsite visits, relevant trainings, and risk assessment tools.
  3. Client Relationship Management:
    1. Build and maintain strong relationships with clients, proactively addressing their needs and concerns.
    2. Anticipate potential client needs and proactively work to address them.
    3. Develop and foster relationships with business partners.
    4. Engage in business development activities, including client-facing meetings and marketing events.

Minimum Qualifications

  • 15 years of experience in Construction Management on civil or transportation projects.
  • 5 years of experience in the CEI industry, including experience as a CEI Manager on NCDOT projects.
  • Experience administering NCDOT construction projects and ability to train others on both inspection and contract administration duties.
  • Marketing and business development experience.
  • Project pursuit experience, including proposal, scope, and fee development.
  • Strong leadership and interpersonal skills.
  • Excellent written and verbal communication skills.
  • Ability to travel to active construction sites throughout the region and provide onsite quality assurance services.
  • Willingness to work both indoors and outdoors, in varying weather conditions.
  • Willingness to work weekends and nights if required.
  • Valid driver’s license and favorable driving record.
  • Ability to lift up to 50 pounds.

Preferred Qualifications

  • Bachelor’s or Associate Degree in Civil Engineering or a related field
  • Professional Engineer (PE) license in the state of North Carolina and/or Certified Construction Manager (CCM) Certification
  • Current or previous possession of the following certifications:
    • NCDOT Concrete Field Technician
    • ACI Concrete Field Level I
    • NCDOT Erosion and Sediment Control Level II
    • NCDOT Introduction to Asphalt
    • NCDOT QMS Roadway
    • NCDOT ABC and Borrow Pit Sampling
    • NCDOT Conventional Density
    • OSHA 10-Hour Construction
